III. Competition setting
(I) Type of the competition
The competition is classified into venture companies and startup projects.
(II) Fields of the competition
Based on top ten special projects of traditional-new driver transformation in our city, and the development demands of key industries throughout the city, participants are grouped into groups pertaining to advanced steel manufacturing, finished automobile & auto parts, modern marine, coastal tourism, happiness & health care, green chemical engineering, strategic emerging industries, agriculture “New Six Income”, modern service industry and other fields.
(III) Competition area setting
The competition focuses on four areas overseas – Asia, Europe, America, and Australia, collecting startup projects worldwide. Shandong International Talent Exchange Association is responsible for the Asian and European competition areas, and Global Talent Exchange Center is responsible for the America and Australia competition areas. A China Preliminary Competition Area is set in Beijing (Zhongguancun), collecting and applying for startup projects nationwide except Rizhao. Beijing Global Talent Exchange Association is responsible for the China Preliminary Competition Area. Venture companies which have settled down in Rizhao, or startup projects which have reached the intention of cooperation in Rizhao, and other startup projects approved by the organizing committee of the competition and recommended by other talent organizations at home and abroad can apply for the competition directly in Rizhao.
(IV) Policy support
Venture companies winning the first prize, second prize and third prize will receive the financial support of maximum 5 million Yuan, which is generally not higher than 50% of the actual investment, after confirmation. Companies winning the excellence prize will receive a reward of 50,000 Yuan directly.
Startup projects set 2 first place prizes, with the reward of 50,000 Yuan, 3 second place prizes, with the reward of 30,000 Yuan, 5 third place prizes, with the reward of 20,000 Yuan, and several excellence prizes, with the reward of 10,000 Yuan. Projects winning the first prize, second prize and third prize will receive the financial support of maximum 5 million Yuan, which is generally not higher than 50% of the actual investment, after confirmation, if the owner company of such project settles down in our city within one year and meets corresponding conditions.
Owners of startup projects, who come to our city to take part in the finals, can enjoy a travel allowance; startup projects organized by talent organizations at home and abroad, which are examined and approved by the organizing committee, can enjoy rewards; prize-winning companies or projects can be recommended to take part in the provincial venture competition. High-end talent who meet the conditions can enjoy policy support of “Talent Loans”, receive “Rizhao Talent Preferential Cards” and enjoy green channel services for high-end talents.
City Situations in Rizhao
Rizhao City got its name from an ancient poet who found it was the city receiving the first beam of sunlight in the province. It is located in the southeast part of Shandong Province, facing the Yellow Sea on the east, and facing Korea and Japan across the sea, with the total area of 5,359km2 and the total population of 3.07 million people. In possession of pleasant climate, excellent ecological environment and natural sceneries of “blue sea, blue sky, and golden beach”, the city won “UN Habitat Award” in 2009. It is a national model city for Environmental Protection, national model city for forestation, is considered a national forest city and an excellent tourist city.
Rizhao integrates port and road transportation, with convenient transportation conditions and superior port-centered industry advantages. Completed in November, 2019, Rizhao-Lankao High-speed Railway connects with Beijing-Shanghai High-speed Railway. Rizhao Airport runs flights to 20 key domestic cities, including Beijing, Shanghai, Guangzhou and Shenzhen. As the emerging base of advanced manufacturing industry and coastal industrial zones in Shandong Peninsula and South Shandong Province Economic Belt, Rizhao is making efforts to build 1 national level and 4 provincial level industry parks, comprehensive bonded zones, airport industry park, other platforms and carriers. Presently, a port-centered industrial cluster has been formed, with the annual output capacity of over 20 million tons of steel, 1 million finished automobiles, 1 million engines, 1.4 million automatic gearboxes, 12.5 million sets of axles, 12.5 million tons of processed petroleum, 2.18 million tons of pulp paper and 8.5 million tons of processed grain and oil.
Introduction to Participating Industrial Zones
（I） Rizhao Economic-Technological Development Area
Founded in 1991 and upgraded as a national level development area in April, 2010, Rizhao Economic-Technological Development Area has won titles of National Model Base of New Industrialization Automobile Industry (Auto Parts), National Model Park of Ecological Industry, National Model Park of Low Carbon Industry, National Model Park of Cyclic Transformation, National Model Area of Marine Economy Development, the First Batch of Model Areas of Scientific Development in Shandong Province, Model Park of Circular Economy in Shandong Province, and Environmental Protection Pilot Area of Sino-Europe Environment Management Cooperation Plan, etc. 92 foreign-funded enterprises have settled down here, whose investors are from 21 countries and areas including Korea, Singapore, Japan, the United States, Germany and Switzerland. 6 Fortune 500 companies, including HYUNDAI and Bunge are investing and developing their business here.
Based on the unique advantages of port and sea, Rizhao Economic-Technological Development Area is accelerating the integration process of the port area, and accelerating the development of the port-centered industry: the “1 2 N” industrial distribution dominated by automobile and auto parts industry, supported by pulp paper printing & packaging, cereal & oil food processing industries, and focusing on high-end equipment, biological medicine, electronic information, modern service and digital economy. It has become an important industry base in south Shandong Province with annual output capacity of 1 million engines, 1.4 million automatic gearboxes, 2 million tons of wood pulp, 0.6 million tons of paperboard, 8.4 million tons of processed soybean and 2.4 million tons of sugar. The construction of the production base of Great Wall (WEY) Motors has been started in Rizhao comprehensively. The construction of the supporting industrial park of Great Wall Autos has been completed and put into operation. A series of supporting projects of finished automobiles have been realized successively. The automobile and auto parts industry creates an output value of 19.3 billion Yuan throughout the year.
(II) Rizhao Hi-Tech Industrial Development Zone
The construction of Rizhao Hi-Tech Industrial Development Zone was started in May, 2000. It was approved as a provincial level hi-tech area by the provincial government in January, 2008. Covering an area of 820,000 km2, it is one of the first batch of innovative pilot areas throughout the city. Since 2017, under the leadership of municipal Party committee and municipal government, it has been developed as a premier industry park by uniting all efforts, overcoming difficulties and working in full cooperation, which realizes a magnificent transformation from accumulative troubles to booming industries. In the development zone, the scientific innovation center, the new generation of information technology industry park, the high and new wisdom valley and other innovative platforms are put into use. Rizhao Electronic Information Research Institute of Xidian University and Rizhao Welding and Connection Research Institute of Harbin Institute of Technology are also put into operation. The whole development zone is full of innovative energy and enthusiasm. There are 55 hi-tech enterprises and 48 provincial level and above R&D organizations in the development zone at present.
The development zone focuses on the manufacturing of high-end intelligent equipment, new generation of information technology, and life health industries. It has introduced 89 projects of emerging industries, including Winnerjoin 5G optical communication and Hisonic MEMS mic, all of which have been built and put into operation. Among them, ZXAUTO won the production qualifications for commercial vehicles, special vehicles, passenger vehicles and cars. Its first high-end pickup truck was manufactured here in Rizhao. The “new type carbon fibre polymer composite compressive cabin” was researched and developed by Soaring Blue Whale is the only light carrier for deep-water exploration in our country. Projects of Dongxun Electronics and Intelligent micro-electric industry park, etc. were selected into the excellent project base of traditional-new driver transformation projects of the province. Meanwhile, the period of company registration procedures is shortened to 1 working day, reducing more than 40% examination and approval procedures and 50% of time. Industrial upgrading is being accelerated continuously, and innovation-driven development is strengthened to promote the continuous healthy development of key industries.
(III) ShanHaiTian Tourist Resort
Located in the Northeast part of Rizhao City, Rizhao ShanHaiTian Tourist Resort is a provincial level tourist resort approved by the provincial government in September, 1995, with remarkable ecological, coastal and cultural advantages. It owns a coastline of 36km and good ecology, which is called “The Best Golden Beach in China”. Marine fishery resources are rich here. “Rizhao dried small shrimps” are national products of geographical indication. Historical and cultural deposits are also profound here. The Two-City Relics are the largest Longshan Culture relics found in our country.
In recent years, ShanHaiTian regards “creating national level tourist resort, building nationally famous tourist destination” as the overall objective, focuses on building “1+2” industrial systems of tourist resorts, intelligent health care, recreation and sports, and building boutique projects, according to the arrangement requirements of municipal Party committee and municipal government. It promotes traditional-new driver transformation and high-quality development, intending on becoming a pioneer of ecological and tourism development in Rizhao City.
(IV) Lanshan Economic Development Zone
Lanshan Economic Development Zone started independent operation in March, 2017. Hosting an area of 95.8km2, it is divided into six parts – steel industry park, chemical industry park, woods industry park, food & medicine industry park, high-end equipment manufacturing industry park and logistics industry park.
Lanshan Economic Development Zone gives full play to the advantages in port, roads, location and resources, and focuses on the development of industrial clusters dominated by steel and supporting industry, green chemical engineering, woods processing, sea food and medicine industries. It has become an advanced steel manufacturing base throughout the province, the largest wood importer & processing center nationwide, an oil-gas storage, transportation and processing base, and a regional port-centered logistics center. Key industries of the development zone include: machinery manufacturing and parts, new energy vehicles, assembly type steel structure production and processing, intelligent light industry and home appliances, ocean engineering equipment, fine chemical engineering products, chemical new materials and high-end chemicals, deep processing of woods, sea food, marine biological medicine and medical apparatus and instruments, etc.
(V) Juxian Economic Development Zone
Established in 2000, Juxian Economic Development Zone is a provincial level economic development zone approved by the government of Shandong Province, ranking No. 37 in comprehensive evaluation among 134 economic development zones throughout the province in 2017. It is close to the river and sea, with Linyi City in the west and Rizhao City in the east, as an important channel for Shandong Province to connect the Yangtze River Economic Zone, with good location. “Seven-horizontal-seven-vertical” road network is built in the development zone. Water supply, power supply, gas supply, weak current, sewage treatment plant, communities, schools, hospitals, banks and other supporting facilities are complete. It owns several professional parks, including innovation park, SME park, intelligent manufacturing park, medical apparatus and instruments park, etc. The industrial system of green chemical engineering, high-end equipment manufacturing, food processing, textile and clothing industries is initially formed. In the next stage, the development zone will accelerate the promotion of the construction of the third stage of high-end talent innovation park, the intelligent manufacturing park, the new generation of information industry park and the first stage of medical apparatus and instruments park. It will pay attention to the development of “1 N” industrial development system dominated by advanced manufacturing industry, covering the industrial development and talent introduction of high-end equipment manufacturing, new energy vehicles, new generation of information technology, high-end chemical engineering, medical apparatus and instruments, and new material industries.
(VI) Shibei Economic Development Zone
Shibei Economic Development Zone was approved as a provincial economic development zone in March, 2006, with Weifang City in the north and Qingdao City in the east. It takes only a 15 minute ride to the downtown of Rizhao, as the satellite town of Rizhao to develop towards the north, and the bridgehead for Rizhao to connect the Jiaodong Economic Circle. Dominant industries of high-end equipment manufacturing, cultural tourism and health care have been formed in the development zone initially. Industrial development platforms such as auto industry park, intelligent manufacturing park, Egret Bay Tourist Town, Science, Technology and Finance Town are also planned and built here, as the platforms for traditional-new driver transformation and project cluster development. At present, the auto industry has formed a 10 billion level industrial cluster led by Wuzheng Group; the Egret Bay Tourist Town has been approved as the first batch of characteristic towns in Shandong Province; the Egret Bay Science, Technology and Finance Town will form new power to support the development of financial industry as a capital-intensive and knowledge-intensive cluster area with special concept. Shibei Economic Development Zone plans to introduce high-end talents in intelligent manufacturing, cultural tourism and health care, new materials and other industrial fields.
(VII) Rizhao Airport Economic Development Zone
Established in December, 2017, Rizhao Airport Economic Development Zone is an “ecological, habitable, innovative and intelligent” modernized satellite town built by the city and the area. Located in the west of Shenyang-Haikou Expressway, in the east of Double Mountain and Gaozi Mountain of Houcun Town, in the south of Futuan River and in the north of Baiyun Mountain System, the development zone is 19 km from the downtown and 18 km from Rizhao Port. It is close to Rizhao Shanzihe Airport and the integrated transportation junction of Rizhao. Expressways, national and provincial highways are crisscrossed in the area, with superior regional advantages. Airport scientific innovation center, steel supporting industry park, traditional-new driver transformation model base and other platforms are built according to 3.0 version standards of industry park. According to the development requirements on “one zone with several industry parks' ', the development zone focuses on aviation industry, high-end equipment manufacturing industry, modern logistics industry, advanced steel industry and other industrial fields and key talents. Many high-quality projects, such as STAECO (Rizhao) Aircraft Engineering, Transfer logistics & traffic road port, Rockland smart IoT industry park and Sanqi national level medical & health article (protective article) emergency industry park, have been realized in the development zone.
(VIII) Rizhao Intelligent Manufacturing Industry Park
Located on the south side of West Shenzhen Road, Gaoxing Town, Lanshan District, Rizhao City, and close to Qingdao-Yancheng Railway, the industry park was put into operation on May 30, 2019. Total planned area of the park is 600mu, in which the core construction area of the first stage is 100mu. Investment on infrastructure and supporting facilities is 280 million Yuan. The starting area includes joint construction of provincial level industrial research institutes – Rizhao Industrial Design Center, and Lanshan Human Resource Service Industry Park, etc.
The industry park insists on the development of industrial cluster as the main line, gathers new energy industry and 3D printing industry, and gives consideration to the industry cluster development ideas of healthy air, micro-nano sensor, automobile and parts, high-end equipment, steel manufacturing and other industries, to accelerate industrial upgrading, strengthen innovation-driven development, and promote the continuous healthy development of key industries, according to the general requirements on “innovative area, high-quality town”.
