Who Are Allowed to Enter China from Tomorrow?

On September 23, the Ministry of Foreign Affairs, PRC and the National Immigration Administration announced that the foreigners holding the valid Chinese residence permits for work, private affairs and family reunion will be allowed to enter the country from 0:00 on September 28, 2020.

What is a residence permit? What is the difference between a visa and a residence permit? Which foreigners hold the three types of residence permits specified in the announcement?


What are visa and residence permit?

A visa is a permit which is issued by the competent authority of a sovereign state to a foreigner and allowed to enter the country. After the approval of the immigration administration of the port, foreigners may enter other countries legally with valid passports and visas.


Chinese visas have the obvious mark of “VISA".

The residence permit for foreigners of the People's Republic of China is the residence permit that foreigners apply to the exit and entry administration department of the public security bureau after entering China with the related visas. The people holding the residence permit may enter or leave the country without a visa.


“FOREIGNER’S RESIDENCE PERMIT” is marked over the residence permit in China, and “PURPOSE FOR RESIDENCE” represents the type of residence permit.


There are five categories of residence certificates in China:

  • Residence permit for work

  • Residence permit for study

  • Residence permit for journalists

  • Residence permit for reunion

  • Residence permit for private affairs


Among them, the words "work", "personal affairs" or "reunion" in the column of "Purpose for Residence" refer to three types of residence permits mentioned in announcement issued in September 23.

Who are the holders of “three categories of residence permits”?

According to China's relevant laws and normative documents, three categories of residence permits specified in the announcement have clear object for issuance:


Residence permit for work shall be issued to people working in China;

Residence permit for private affairs shall be issued to the spouses, parents, children under the age of 18, parents of the spouses who reside in China for work or study or other purposes upon entry for long-term visiting relatives, and shall be issued to the persons who want to reside in China for other personal affairs;


Residence permit for reunion shall be issued to family members of Chinese citizens who want to reside in China for family reunification, family members of foreigners with the permanent residential qualification in China, and persons who want to reside in China for foster care or other causes.

Especially, it is added that the old edition of residence permit issued before June 1, 2019 is entitled "Exit and Entry Administration of the Ministry of Public Security". After the reform of institution, the name of issuing authority was adjusted to "National Immigration Administration of the People's Republic of China". The old edition of residence permit within the period of validity can be used normally.

Pay attention to these aspects in case of entry to China at present!

According to the announcement issued in September 23, foreigners shall pay attention to the following matters if foreigners want to enter China:

■ Foreigners who hold the valid residence permits for work, private affairs and reunion may enter China from 0:00 on September 28.

■ If the existing residence permits for work, private affairs and reunion have expired after 0:00 on March 28, 2020, the persons may apply for entry visas of the corresponding categories at Chinese embassies or consulates abroad through showing the expired residence permit and relevant materials.

■ The persons who only hold a visa (issued before 0:00 on March 26, 2020), or hold a valid residence permit but not a residence permit for work, private affairs or reunion, are not included in the adjustment scope of the announcement issued on September 23.

■ The above foreigners who are allowed to enter China must strictly comply with China's regulations on epidemic prevention and control.
